A second driver's licence is not the first thing people think about when planning an international base. It probably should be.
Here is the problem with European licences for internationally mobile people: they are tied to a registered address. In Germany, Austria, and Switzerland, your licence renewal goes through your Meldeamt registration. In the UK, your licence is linked to your DVLA address. In Ireland, your National Driver Licence Service record requires an Irish address.
If you are building a life that is no longer centred on a European address, keeping a European licence current becomes an administrative problem that implies maintaining a registration that may conflict with your residency position elsewhere.
What the Philippine licence is
Issued by the Land Transportation Office (LTO), the Philippine driver's licence is a genuine national licence — a plastic card, not a paper international driving permit. It is accepted by car rental companies worldwide. It is valid as an identity document at banks and government offices. It is issued in English.
It does not expire on the same terms as European licences and is not tied to the Philippine equivalent of a home country address registration in the same way.
The process for Western licence holders
The Philippines has licence recognition arrangements with most Western countries. For British, Irish, Australian, American, and most EU licence holders:
- •No new driving test is required
- •No personal appearance is required for the application
- •Your existing licence is not surrendered — you keep it
- •Processing time is approximately one week
- •The finished licence is delivered by courier
