Costa Rica lets foreigners own land freehold, has an excellent and affordable healthcare system that draws medical tourists, and offers a famously high quality of life in a stable democracy with no standing army. For someone whose life centres on the Americas and who wants tropical living with first-rate healthcare, it is a strong choice.

Cost is the clearest difference: Costa Rica has become relatively expensive for Latin America, while the Philippines remains very cheap. The Philippines also offers an Asian base and the current CRS edge. Language is closer to a draw, Spanish dominates Costa Rica, though English is common in tourism, while English is official in the Philippines.
